CIIIC PRO
Multi-year practice-oriented research aimed at developing knowledge and practical approaches to improve and expand the application of immersive experiences (IX).
The knowledge generated through this programme will be translated into practical resources, such as guidelines, assessment frameworks, and tools. These resources will help SMEs, educational institutions, and policymakers make better decisions when designing, implementing, and applying immersive experiences (IX).
The results will ensure that IX better meets the needs of different target groups and sectors. They will also support effective policy, appropriate legislation and regulations, and the responsible growth of IX. In this way, the programme contributes to a strong knowledge base and a sustainable economic future for the Netherlands.
Questions and answers from the information session
What fits within PRO, and what does not?
There is no list of right or wrong examples; applicants set the direction themselves. What matters is that your choice of public value(s) to research is well motivated and matches the criteria. There should be a clear question from practice or society behind it, for example a problem shared by several organisations, and you show how the knowledge and methods you develop will be put into practice. PRO is about knowledge that advances the design, application and use of IX. Developing new immersive experiences or new technical or digital products falls outside its scope.
Does generative AI have to play a role in the research?
No. It is allowed but not required, and it does not earn extra points in the assessment. AI can be useful if you research a particular public value. What is always part of a project: adoption and ownership in the field, with practical approaches and tools.
How do I find partners, including partners who receive no funding?
Come to the matchmaking event on 10 November at the Social Impact Factory in Utrecht, and bring people you already know. A strong articulation of the question from the field helps, as does an equal partnership in which you value each other's knowledge, expertise and methods. There are no restrictions on the type of partner: large companies can also be co-applicants, cooperation partners or co-funders. You do not need to come from a European consortium or another CIIIC funding scheme, although that is allowed. Choose partners for the expertise you need: larger organisations carry weight in a sector, smaller makers often bring a fresh, practical perspective.
What should you watch out for when writing an application?
Start with the consortium and make sure you have commitments from all partners. Write towards the sub-criteria in the call: they show what the committee assesses. Have your budget checked by the project controller at your own organisation, and consider bringing in a grant advisor. If you are unsure whether your topic fits the call, contact NWO or Regieorgaan SIA. Note: main applicants and co-applicants must be registered in ISAAC, NWO's application system, in good time. The application forms have been simplified and will be online by the end of November at the latest.
What is a good balance between national and international partners?
There is no fixed ratio, although the call does set maximum amounts for the budget. The consortium must form a logical whole that fits your research question. PRO is part of a National Growth Fund programme: the core aim is responsible growth of the Dutch IX sector. Explain which knowledge or which organisations from abroad you need to achieve the intended effect. If the main impact lies abroad, the committee may ask questions about that.
What proof of co-funding do I need to submit?
A co-funding declaration on the NWO and Regieorgaan SIA form, signed by the co-funder and submitted with the application. In it the co-funder states their contribution in a few sentences; the detailed specification belongs in the application itself. The contribution must be committed unconditionally at the time of submission.
How many projects are expected to be funded?
If everyone applies for the maximum of 700,000 euros, NWO and Regieorgaan SIA expect to be able to fund about five applications.
Does funding from other CIIIC schemes, such as the Learning Communities, count towards the de minimis limit?
Yes. The 300,000-euro ceiling applies to all de minimis aid a company has received over the past three years, not only to PRO. If you have already received funding through the Learning Communities or another CIIIC funding scheme, it counts towards the limit and leaves less room for PRO.
What counts as an immersive experience in PRO? Does that include documentaries, films or a VR platform?
The call has no specific definition and does not focus on any particular technology, so this can be broad. It is up to the applicant to argue that it is an immersive experience and how it relates to the public values being researched. The committee assesses this.
